The bucket is the smallest package that covers the user count. If the count sits just above a bucket, the calculator offers the lower bucket plus user packs (+10 / +50 / +250) when that is cheaper. Packs never skip a bucket, and add-ons are always read at the bucket that covers the licensed users, so packs cannot be used to underprice add-ons.

Logic follows section 5.3 of the Pricing Insights page: one rate card, three building blocks. Add-on prices do not depend on the base tier. Percentages appear only as an explicit, capped discount, never as a surcharge. Standard discount corridor 15 %; anything above needs leadership approval.
